Nancy, 78, passed peacefully at her and John's "home" in Nowata, Oklahoma on October 1st, 2019 surrounded by loving family and friends. She smiled and never lost her spunk until the end. She fought the good fight and was ready to go home to Jesus.

Nancy was born on March 5, 1941 in Bartlesville to parents Oliver Bartlett Topping and Irene Christiana Jones. She graduated from Ramona High School in 1958.

Nancy married Ben Allen of Ramona, Oklahoma in 1956 and they had three daughters and later divorced.

Earlier years, Nancy worked for Phillips Petroleum Company in Bartlesville, OK, soon after for Dentist Dr. Thomas Burris in Bartlesville, Oklahoma. Later she served as City Manager for the town of Nowata, Oklahoma and end her working career at Grand Gateway in Vinita, Oklahoma. She has been retired since 2004.

Nancy received many awards for accomplishments and service throughout her life. In high school she was a talented basketball player. She forwent a college scholarship to raise her young family. She grew to be a strong, independent woman with many talents and accomplishments. She will be remembered for her many strengths and love and her head-strong ways. Nancy's main interests were God and family. In her earlier years, she enjoyed drawing and painting. She would draw the Peanut's characters for her three girls when they were small. Lucy for Sherri, Peppermint Patty for Lisa and Sally for Christy. Nancy was always stylish and beautiful. She was also known for her amazing fried chicken! There was none better to her family and they're not sure there ever will be!

Nancy is survived by her husband of 39 years, John Austin Shipley of the home in Nowata, Oklahoma and four daughters and three sons-in-law's, Carol Marie Shipley of Nowata, Oklahoma, Sherri Ann Rust and husband Rick of Ramona, Oklahoma, Lisa Bennae Rhynerson and husband Larry of Owasso, Oklahoma, and Christy Carol Inman and husband Brian of Bartlesville, Oklahoma. "Granny" Nancy leaves behind four loving grandchildren and their spouses, Landon Oliver Bowline and wife Linsay of Ramona, Oklahoma, Brian Chase Inman and wife Danielle of Nowata, Oklahoma, Aussi Bennae Rhynerson of Owasso, Oklahoma, and Chelsi Brooke Cassity and husband Casey of Barnsdall, Oklahoma. Granny will be sorely missed by her great grandchildren, Nathan, Laken, Layne, Tristan, Creek and Caulyer whom she loved so dearly. Also survived by two sisters, Peggy Stiles and husband Nelson of Ramona, Oklahoma, and Mary Odell of Ft. Collins, Colorado, and many other family members, cousins, nieces and nephews that she adored.

She was truly loved and will be missed by many friends as well.

Nancy is preceded in death by her loving Father Oliver, and Mother Irene, and her step son Kenny Shipley of Nowata, Oklahoma.

Memorial Services will be held on Saturday, October 12th at 2:00 PM in the First Church of God in Nowata, Oklahoma, officiated by Reverend Wendell Abbot. After the family will have a private ceremony at Oglesby Cemetery to lay Nancy's ashes to rest beside her parents Oliver and Irene, as per her wishes.
