He attended Tulsa schools and graduated from Tulsa Central High School with the class of 1958. He then attended The University of Tulsa on a full football scholarship. They made Enid their home in 1970 where they raised two children.

In 1969 Joe started the Armstrong Agency with offices in Oklahoma City and Enid. He continued to own and operate the business along with his son, Joey up until his death. He was a member of Grace Ministries.

Joe enjoyed golfing, racing his stock cars, but mostly spending time with his family, especially his grandchildren. He loved watching his grandchildren participate in all sports and school activities, no matter the location. Joe always had a smile and a kind word for everyone. He will be sorely missed by all.

He is survived by his daughter Kelly Stewart and husband Chuck, his son, Joey Armstrong and wife Mary, all of Enid. 5 grandchildren, Joey and fiance Kylee, Austin, Ashton, Ethan, and Ellie Grace. One brother, Greg Armstrong of Tulsa, and numerous nieces, nephews, and cousins. Also surviving is Donna Ragsdale, longtime family friend, confidant and employee.

He was preceded in death by his parents, his beloved wife Louise "Lou", and one sister Norma Jean Worth.
