He was born Dec. 1, 1923, in Mooreland to E.E. and Maude [Millspaugh] Halley. He was the youngest child of three, with a brother, Robert, and sister, Margaret.

He met his future wife and life-long love, Jo Ann Mullendore, on a blind "hayrack ride" date. They were married Nov. 21, 1948, in Stillwater and had two children, Lynda and Rick.

He graduated from Edmond High School in 1941 and Oklahoma State University with a degree in architecture in 1950. He served as a lieutenant in the Transportation Corps from 1943-46 during World War II. Prior to graduation from OSU, he taught for two years in OSU's school of architecture.

After graduation, they moved to Oklahoma City where he worked for several architecture firms [C.E. Williams; Parr & Overholt; Sorey, Hill & Sorey] before establishing his own private firm in 1960. He expanded his architectural practice to include several partnerships [Halley & Riek, Halley, Riek & Hester, and Jones, Halley, Bates & Riek].

In 1971, he became University Architect and Director of Architectural Services for Oklahoma State University. This position was responsible for the initial planning, working drawings and construction supervision of all building projects on the main Oklahoma State University campus as well as all Oklahoma Agricultural and Mechanical College campuses. Bill was committed to maintaining the Georgian architectural style as a unifying theme for the Stillwater campus. He retired from this position in 1986.

Professionally, Bill was a corporate member of the national American Institute of Architects and was active in state and local chapters of the A.I.A. He was also an active member of The Association of University Architects [AUA].

In college, he was a member of the Beaux-Arts Society, Sigma Tau [Engineering Society] and Sigma Alpha Epsilon, social fraternity.

Among his many architectural achievements, he designed and assisted in the design of The First Presbyterian Church of Oklahoma City, Westminster Presbyterian Church, Lincoln Plaza, the Cameron Building, Larson Keso Dental Office, in addition to building his own office building on Northwest 39th Expressway. Another major project in Oklahoma City was the renovation of the Kerr-McGee building, downtown. Statewide, he designed many school and government buildings including schools in Sentinel and Lawton and the Stephens County Courthouse. In Stillwater, he designed the Pi Beta Phi sorority house on the Oklahoma State campus and assisted the Stillwater Country Club, First Presbyterian Church and the city of Stillwater on building projects.

Bill was a member and Elder of First Presbyterian Church and Westminster Presbyterian Church, Oklahoma City, an OSU Emeriti Association member and Lifetime Member of the OSU Alumni Association.

Above all, Bill was a kind, gentle man with a great sense of humor. He had many loves: first, and foremost, his wife and children. His hobbies included playing golf and bridge, collecting stamps, painting, traveling, and watching OSU sporting events. He also had a passion for music and enjoyed singing in several church choirs. Family pets were also a joy.
