Ruth Ann Nuttle Foy

September 15, 1964 ~ March 10, 2020

Ruth Ann Nuttle-Foy, Ruthie or Rudie, as some people called her…was born in Pawnee OK on September 15, 1964 to Pearl Osborne Nuttle and Franklin Lovell “Bubby” Nuttle. Her grandparents were Effie Little Eagle Osborne and Samuel Osborne and Mary Leader Nuttle and Ernest Nuttle. Ruthie was a proud member of the Pawnee Nation - Skidi and Chaui Bands.

Ruthie was a graduate of Pawnee High School and when she turned 18 she moved to the East Coast, D.C. area, and began her government service- first working at the Bureau of Indian Affairs, then the Headquarters office of the Indian Health Service - Office of Tribal Self Governance in Rockville Maryland. Ruthie completed her government service at the National Museum of the American Indian-Smithsonian Institute in 2016 which totaled around 23 years of government service. She moved back to Oklahoma in 2016 and made her home in Tecumseh Oklahoma. Ruthie soon began attending school at the Pawnee Nation College, training in Medical Coding. Ruthie completed all the course work and was ready to take the final test for her degree in Medical Coding this month, however she became sick in January. The Pawnee Nation College was gracious enough to impart upon Ruthie an Honorary Diploma, as Ruthie had studied so hard and was so proud and happy that she would be getting her Certificate in that field.

Ruthie served as President of the American Legion Ladies Auxiliary Post 24 out of Alexandria, Virginia for eight years. She loved that organization and what it represented. Their Mission Statement being “To Support and Honor the Sacrifices of those who Served our Country, by enhancing the lives of our Veterans, the Military and their families, both at home and abroad.” From serving as President of that Auxiliary, her friends included 4 Star Generals, NCIS employees and other distinguished people who were simply just another person to her, these people also loved Ruthie, as was told to us by some of her friends from there.

Ruthie made her home in Alexandria Virginia, where she met and married William “Bill” Foy, Bill who was an Engineer and received a Juris Doctorate from George Washington University, preceded her in death in 2016. From this marriage, Marion Madison Rane Foy was born in 2000. Bill and Ruthie’s life now became complete, as shown by their happiness and love they shared upon their baby girl, Madi. Ruthie was an outgoing and Unique person whom everyone loved and enjoyed being around. We will all miss our Ruthie but we are thankful for the knowledge in knowing that she is with her Lord and Savior and she is no longer suffering as she did the last few weeks of her life. She is having a wonderful reunion with her loved ones and her body is once again whole… Praise God.

Ruthie came from a large family, there were 5 girls and 5 boys: Carol L. Nuttle from Tecumseh, Oklahoma, Bill Nuttle, Norman Oklahoma, Marilyn Nuttle, Pawnee, Oklahoma, James Nuttle, Ponca City Oklahoma, Sonja Nuttle, Pawnee, Oklahoma and Gerald Wayne Nuttle, Oklahoma City, Oklahoma. She was a Mother to a host of many Nieces and Nephews whom she loved and cared for, hence where she received her nickname TT. She was preceded in death by her Parents, Bubby and Pearl Nuttle, Siblings, Catherine June Nuttle-Camp, David Grant Nuttle and Samuel Ernest Nuttle.
