Frank was born in Sapulpa, Oklahoma on February 13, 1951 to Robert Clinton and Geneva Marie (Young) Goodwin and passed away on February 28, 2021 at St. Mary’s in Enid, Oklahoma.

Frank grew-up in Hennessey, Oklahoma and graduated from Hennessey High School in 1969. After graduation, he furthered his education and attended Northwestern Oklahoma State University in Alva graduating with a BS in Agri Business. In 1971, Frank met the love of his life, Paula Beare, but they didn’t want to get married until he finished his education. So, on May 20th, 1972, Frank and Paula started their life together and moved to Fairview. In 1973 the young couple was blessed with their first daughter, Vallerie. Frank worked for USG at Southard but only worked there for a short time before going to work for Major County. They then moved to Hennessey where he worked as a sales man for Moor-Man Cattle Feed. Then Frank and his family moved to Drummond and in 1975 after taking a job with Orienta COOP, they moved to Cleo Springs. Here they settled down for the next 22 years. In 1984 they again were blessed with their second daughter, Kelli. He was very active in the community and in his daughter’s lives. He also worked as a pumper in the oil and gas industry. He served on the Cleo Springs Fire Department for 12 years and was also the Mayor for 12 years.

In 1997 he was offered a job with PIC, currently Seaboard Farms. They then moved from Cleo Springs to Fairview where they were still living. Frank was still working for Seaboard Farms and had planned on retiring in July of this year.

Frank had two passions, working hard to support his family and for 46 years was a referee for Oklahoma Secondary School Activities Association. He was a referee for football for 46 years, fast-pitch softball for 31 years, slow-pitch softball and basketball each for 26 years, and baseball for 19 years. As a referee, he stayed busy year-round. He also had a business, T&F Lawncare, mowing yards and cemeteries. Frank was loved by his family and friends and will be truly missed.

Frank is survived by his wife Paula Goodwin, two daughters, Vallerie McDaniel and husband Allen and Kelli Tautfest, three sisters, Cathy (Sue) Beebe, Kay Harzman, and Patricia (Trish/Pat) Thomas, two grandchildren, Tyler Wilson and Kaitlyn Cink, and three great grandchildren, Rien Wilson, and MaezLynne and Kolzstyn Cink, as well as many nieces, nephews and friends.
