Fern was born March 15, 1936 to Roscoe Emerson and Kate Ellis Harding Dye, at her grandparents' homestead in Cheney, Kansas.

At the age of seven, Fern moved to Arkansas City, Kansas with her family. While there, she attended school and graduated with the class of 1955. She then attended junior college, studying bookkeeping.

She married Alvin Stout on July 31, 1954, and they had three children, Debbie, Alvin and Kathy. During their upbringing, she was active in the PTA council serving in all offices.

She married Bobby Bacastow on February 21, 1962, later divorcing in 1978. During that time she worked at JCPenney's and Zane Gray Motors.

In January 1986 while serving as President to the Ponca City Solo Club, she met the love of her life Vernon Lively. On June 18, 1988 they were married at Nardin Methodist Church. They made their home in Blackwell and Fern worked for Pioneer Bank and Trust until she retired in 2005. While employed, she earned several awards such as quarterly employee and in 1990 Employee of the Year.

While living in Blackwell, she served on many volunteer boards including United Way, Relay for Life, Tourism Board, and served as the president for the Chamber of Commerce. Fern also was active in the American Business Women Association where she served as President for many years. Fern's most honored moment was winning 2005 Outstanding Citizen of the Year!

While Fern liked to serve her community she loved to dance, had a passion for canning, and enjoyed spending time with her family! The best part was spending time with her grandchildren, great-grandchildren, and great-great-grandchild!

She is survived by her daughter, Debra, and her husband, Chris Foster; her son, Alvin Stout; and her daughter, Katherine, and her husband, Wayne Caffey, along with their children, Justin, Stephanie, and Stacy. Her legacy also lives on through her grandson, Juston Goodson, and his sons, Jeremy and Lucas; her grandson, Jason Kubik, and his wife, Christine, along with their children, Kylie, and her daughter, Kaelim, as well as Trevor and Sophie; and her granddaughter, Tessa Thornton, and her daughters, Addison and Lucy. Additionally, she is fondly remembered by her bonus son, Michael Lively, and her bonus daughter, Kristi Dust, and her daughter, Alia.
