Frank Carter, former Enid mayor and civic leader died Wednesday at the Oklahoma Veterans Center in Clinton. He was born June 28, 1906 in Marietta and married Louise Rowland on Nov. 14, 1935 in Enid. He was responsible for the change from horse-drawn garbage collection to motorized trucks during his term as mayor of Enid from 1947 to 1949. He also helped to organize the city manager form of government. He was also active in the reactivation of Vance Air Force Base.

Carter served with the US Army Infantry, Signal Corps and Artillery during World War II, retiring with the rank of Major in the National Guard. He was a Fellow of the American College of Trial Lawyers, president and district governor of Enid Noon Lions Club, and a member of the Greater Enid Chamber of Commerce, serving on the board of directors. He also served on the executive committee of the Boy Scouts and its legal council.

The funeral will be at 2:30pm, Saturday at Central Christian Church with Dr. Lloyd H. Lambert officiating. B urial will be in Memorial Park Cemetery under the direction of Brown Funeral Home. An Enid police honor guard will provide funeral honors and military honors at the graveside.

Surviving are his wife, one son, Rowland of Enid; one sister, Mrs. Harold (Rebecca) Phillips of Oklahoma City and two grandchildren.

Memorials may be made through the funeral home to the Bar Association, Boy Scouts of America, Salvation Army or the Lions Eye Bank.
