Donnie graduated with the last class from Goltry High School in 1968. After high school, Donnie attended Northwest Oklahoma College in Alva and graduated in 1972 with a Bachelor of Science.

After college, Donnie moved to Mooreland, Oklahoma to begin his law-enforcement career at the Woodward County Sheriff's Office. He served as a deputy for 4 years.
