Waggoner was born on Wednesday, August 26, 1959 to Richard and Lois Waggoner in Perry Memorial Hospital and went to be with the Lord on April 30, 2019.

He attended schools in Blanchard, Tonkawa and Billings, OK where he graduated high school in 1977. He joined the United States Navy in 1978 where he served as a corpsman. He was stationed in Guam Hospital where he took care of prenatal babies. He was later assigned to a ship and was honorably discharged in 1982. He returned to Stillwater, OK and enrolled in the first radiologic technology class at Indian Meridian Vo-Tech in 1983, where he completed 24 months of classroom study and clinical training in 1985. He was certified as a Registered Technologist of the ARRT.

Mark moved to Colorado Springs, CO in 1985 and was employed by the St. Francis Hospital for eight years. He returned to Oklahoma City in 1993 and was employed by Mobile ExRay.

Mark had his first heart attack at 46 and was diagnosed with severe heart disease in 2007.

Mark loved landscaping with beautiful flowers and plants. He enjoyed trimming a Christmas tree and displaying a Christmas Town with a train going around the tree for young children to enjoy.

Mark is survived by his parents, Richard and Lois; sister, Kim Waggoner; his dog, Khloe; aunt, Phyllis and uncle, Bob Hassel; uncles, Mike McKeown, Jim Waggoner, and Wilfred Waggoner and aunt, Vicki; and many great cousins and friends.

He was preceded in death by two brothers, Michael Lee and Richard Dean.
