Fred was born in Noble County Oklahoma, the oldest son of Fred and Josephine Kasper. He attended Oklahoma University after his service in the United States Military and obtain a Civil Engineer Degree. He served as City Engineer for the the Cities of Arlington and Garland, TX as well as in Arkansas. He married Peggy Lou Johns and they had 4 sons.
